Holroyd City Council Tree Preservation Order

Priority Tree Services provide amongst other tree care services, stump grinding, tree removal and tree pruning (sometimes referred to as tree lopping), as well as consultancy by qualified arborists within the Holroyd City Council area. Holroyd City Council covers the following suburbs:

Below is a brief overview of the Tree Preservation Order within Holroyd City Council. Please note this document should be used as a guide only.

Holroyd City Councils Tree Preservation Order allows for the following work to be carried out without consent or permission:

  1. Removal of dead trees
  2. Pruning of dead wood or dead palm fronds and vegetation overhanging pedestrian walkways to a height of 2.4m above the walkway.
  3. Pruning work specifically for the purpose of improving a tree’s health. See full TPO for details.
  4. Thinning of a tree’s canopy, removing a specific overhanging branch and reducing a tree’s vigour, spread, or its height, all which are required to meet the Australian Standard AS4373 Pruning of Amenity Trees.

Exempt tree species within Holroyd City Council are as follows:

Bamboo Bambusa spp.
Broad-leaf Privet Ligustrum lucidum
Cocos Palm Syagrus romanzoffianum
Coral Tree Erythrina spp.
Fruit Trees (see TPO for details)
Rhus Tree Rhus succedanea
Rubber Tree Ficus elastica
Small-leaf Privet Ligustrum sinense
Umbrella Tree Schefflera actinophylla
Weeping willow Saliz babylonica

The Tree Preservation Order exemption list does not apply to the following:

  1. Removing or pruning a tree with a height greater than 3.6m.
  2. Thinning of a tree’s canopy.
  3. Removing a specific overhanging branch and reducing a tree’s vigour spread, or its height, all which are required to meet the Australian Standard AS4373 Pruning of Amenity Trees.
  4. Actions causing damage to the tree’s trunk, including drilling or boring, other than for the purpose of pest treatment or hazard assessment by a qualified professional
